Disproportionate burden assessment for Colour Contrast in three areas

Scope

This assessment relates to three areas of the website where the colour contrast is not sufficient. 

Benefits of remedying this

Text that is too faint may be difficult to read with those with a visual impairment or are colour blind.

Burden placed on the organisation 

We have 51,943 occurrences on our website where we meet the colour contrast requirements, but there are 3 occurrence where we don’t:

• Two occurrences are on our A-Z page which we are in the process of decommissioning. We have removed it from most of our website. There are some templates that do continue to use this and we have developed new templates which omit this.
• One occurrence is on a privacy policy which is no longer in use. It is not linked from another page and we are working on locating on our dashboard how to remove this from our website.

Contributing factors

Other factors relevant to this decision are:

• Views of the A-Z page and the privacy policy page are likely to be low as the A-Z page is being phased out and removed from the footer of most of our website and the privacy policy page is not linked from any page.
• We need to update some templates and ask our third party providers to integrate this so that they remove the A-Z from their template footer. We are in the process of doing this
• We are investigating how to remove the privacy policy page which is affected. 
• We have another Privacy Policy page which does not have this issue and this page is linked from our footer.

Assessment

Having considered the estimated effort involved in changing the colour contrast on the A-Z, along with the very low demand and the short length of time this will remain on the website, we have concluded that the work involved would be a poor use of staff time. This represents a disproportionate burden on the organisation and therefore a temporary issue which we will remedy.
We also have considered the estimated effort involved to remedy the Privacy Page colour contrast issue and along with the very low usage, we need to continue our work to investigate removing this however this piece of work would not be considered as urgent.
