The Council took the decision to no longer publish the Vehicle Registration Marks (VRMs) for its licenced Hackney Carriage and Private Hire Vehicles following Decisions made by the ICO that disclosure of the VRMs is exempt under S.40(2) (personal data) of the Freedom of Information Act. The use of exemption 40(2) in relation to non-disclosure of VRMs has been upheld in ICO decisions and following a subsequent First-tier Tribunal Agnew v IC Appeal Reference 2019-0025 this was upheld and the appeal was dismissed.
